Jim Davis, VP Strategic Development at Atlas Organics and David Newman, Director of Solid Waste Management for the City of San Antonio will be guest presenting at the 2022 TXSWANA Conference on April 24-26, 2022. Both Davis and Newman will be presenting how the City of San Antonio entered into a P3 with Atlas Organics to process yard waste and greencart waste collected by the city and managed at the Nelson Road facility in SW San Antonio. Atlas Organics approached the challenges of contamination with a proposal to introduce robotics and artificial intelligence as a part of the pre–processing step. The concept is to pull as much contamination from the stream before it is re–sized and
ultimately composted. The presentation will demonstrate a set of challenges, solutions and outcomes that our partnership has experienced.

Jim Davis, VP Strategic Development
Jim Davis is Vice President for Strategic Development at Atlas Organics. Jim joined the Atlas Organics team in April 2016 and primarily worked in sales for both inbound feedstock as well as outbound finished product. When Atlas sited its second and third facilities, Jim worked on developing local market expansion (NC, FL) as well as acting as a liaison between the company and its municipal partners. In early 2021, after beginning to perform similar duties in the San Antonio market, the partnership with the City of San Antonio grew and Atlas elected to fill sales positions in each market which enabled Jim to move into his full time role on the development team. He works to identify new growth opportunities both in the private and public sector to push the goals of Atlas Organics to develop composting infrastructure in areas that it is identified to be a viable solution for solid and liquid waste management.
David Newman, Director of Solid Waste Management, City of San Antonio, TX
David Newman is the Director of the Solid Waste Management Department. Prior to being appointed the Director, David began his career with the City of San Antonio in 1997, as the City’s first Environmental Services Manager for the Department of Public Works. In 2008, he was promoted to Interim Assistant Director for the Solid Waste Management Department. In 2009, he was promoted to Assistant Director. A few years later, he was named Deputy Director. Mr. Newman has directly supported all of the Department’s functional areas. In 2011, Mr. Newman and his team successfully redesigned the brush and bulky waste collection program to improve environmental sustainability by increasing landfill diversion of brush materials. In 2015, Mr. Newman oversaw the reorganization and improvement of the newly added Heavy Fleet Maintenance Division to the Department.
